*Found* Not quite an Independent Atlantis fic

I am looking for a fic I read some time ago. Atlantis is not quite Independent, but John is slowly moving it towards that and Rodney agrees. I think it is McShep. The most I remember is that at some point John is arguing for adding a vetrenarian to Atlantis with a list about the 10 reason to have a vet with you during an apocalypse.
