Abandon Earth

Hi, New member here, looking for a story where Earth had to be evacuated/abandoned for some reason. The survivors end up in one of 3 colonies: Atlantis, one run by Sam Carter and one by another general. I remember at the beginning the IOA (or reasonable facsimile) was trying to get Atlantis to take all the folks, and was creatively rejected. Any help greatly appreciated.

Recs for other "Abandon Earth" stories welcome, too (I've read the ones from ratcreature's list).
