I remember the story has Tony DiNozzo tired of working at DC NCIS and he ends up at SGA and there he starts a basketball and bowling team and becomes so popular that when Gibbs comes to "get" him he is too well liked. I think that Tony had started a relationship with someone else already also. I am pretty sure he stays.
